It indeed is a l.f. filter choke for high impedance speakers (800 Ohms).
It is i.e. in use in the Philips BD 563.

I think it’s a choke for a low pass filter in a high impedance speaker system.
May be coming out of a big German Philips radio or a console.

I have a nearly similar example of such a choke which also measures about 20 ohms and with the same dimensions.
My example is coming out from a big B8X72A tabletop radio.

I saw the B8X72A scheme and is effectively a choke filter and in the list of materials it is there, with the same reference as mine.
