As far I understand what you mean, you suppose this radio has balanced end stages.
This however is not the case; each channel has only one single-end stage with only one EL84.
If this is not the desired answer to your question, please refine your question more in detail.

How does the phase inverter work in the above radio set?
The second half of the ECC83, B3', has a cathode and an anode resistor of equal value.
These are R17 and R29 respectively and they are 56k each, so this part of the ECC83 tube can
produce equal drive voltages but in antiphase to drive both the output tubes.

This set has EL86 and EL84 in pushpull and ecc83 as the phase inverter.

The meaning of these components in the circuit is probable prevention
against h.f oscillation.
