Graeme,

I wouldn't use any contact sprays on tuning capacitors.
The idea is to have total isolation between the capacitor plates,
which might be jeopardized if contact spray residue stays behind.

Maybe you have a capacitor shortage due to bend plates.
A short like that might set in at some point halfway turned in, like you described.
Disconnect de capacitor, use an ohmmeter set on the highest range,
and turn slowly to check for shorts.
Repeat this for every section of the tuning cap.

After long periods of time (especially time on the shelf),
dust particles tend to get caught between the capacitor plates.
If that's your problem, clean the capacitor with compressed air.

Another way of cleaning a tuning cap is by applying a high voltage
over the capacitor, and rotating the plates a few times.
Particles between the plated are burned away.
Be careful with this approach. Apply a series resistor for safety!
Forgetting to disconnect the capacitor will destroy your radio for sure!
