Well, Mr. Rajan....
This is the official way described by Philips service, but it is not the only way.
On my BX660X I too, couldn't find that 15 degree mark so did it on my own procedure:
The tuning capacitor is able to make a complete 1/2 turn; on my BX660x these 180 degrees result in a pointer travel of 25,6 centimeters.
On your receiver that distance may be different, but anyway 15 degrees is 1/12 of 180; so I ran the pointer to its end position and then 1/12th of 25,6 centimeters (= 2,13 centimeter) back from there. That way the tuning capacitor will have turned its 15 degrees.
Then you adjust the tuning circuits and after completing that, you tune the receiver to, for example, 5 Megahertz from your signal generator.
Now you can adjust the position of the pointer to indicate the correct place on the scale (not moving the tuning capacitor)
Maybe the accuracy is not 100% but I find it satisfactory.
